Dubai Introduces Major Reforms in Housing, Education, and Legal Sectors

Dubai: The UAE’s glittering emirate, Dubai, is set to welcome new developments in housing, education, and legal sectors, as the emirate’s Crown Prince and the UAE’s Deputy PM, Sheikh Hamdan, approved a series of initiatives associated with these fields. In a meeting held at Emirates Tower, His Highness highlighted their commitment to building a prosperous and welcoming society in the emirate by empowering its residents, encouraging talents, and providing opportunities.

In the meeting, His Highness approved a series of key policies that are focused on enhancing affordable housing, developing high education standards, and offering more flexible licensing standards for independent and talented professionals. His Highness Sheikh Hamdan also stated that empowering people to seek long-term progress and influence the future has acted as a guiding principle for Dubai for years.

Affordable Housing: New Policies to Improve Urban Living

Under the newly reformed and approved Dubai’s Affordable Housing Policy, 1.46 million sq. m. of land has been granted for the development of 17,080 new residential units. These units will be developed across six locations in Al Twar 1, Al Leyan 1, Al Mueisim 1, and Al Quasis Industrial 1, where land for the housing units development has been granted. The housing units developed under this policy will offer affordable rental options featuring essential amenities and high-end infrastructure.

Aligned with the vision of the Dubai 2040 Urban Master Plan, this initiative is particularly for skilled professionals and will help them with affordable quality housing options, ensuring their economic growth. The Supreme Committee for Urban Planning will supervise this project; however, its proper execution will be managed by several government entities, including DLD, Dubai Municipality, RTA, and DCD.

Education Reforms: Improving Arabic & Islamic Studies

To improve the current standards and outcomes of Arabic and Islamic studies in private schools, a new educational policy has been approved by Dubai’s Crown Prince, His Highness Sheikh Hamdan. The initiative is introduced under the vision of Dubai’s Education Strategy 2033 and is primarily focused on modernizing curricula and teaching methods, developing more effective and innovative learning materials, and improving parent-teacher collaboration.

The KHDA will oversee this initiative’s proper implementation, which will introduce a protocol for curriculum enhancement, partnerships with universities and colleges, and Emirati teacher recruitment and training programs. Major reforms in the fields included in the new education policy will be implemented in private schools across the emirate to ensure its rank among the top 10 cities for premier quality education worldwide.

Legal System Modernization: Changes in Laws & Regulations

The newly approved Independent Legal Consultant Project has legalized legal consultancy services provided by independent consultants. Under this initiative taken to modernize the legal sector, the Dubai citizens can provide legal consultancy services without the need to establish a physical office. This initiative features a flexible licensing model, which will initially cover personal status and real estate law, offering outstanding opportunities to academics, retirees, and professionals seeking remote work options.

Applicants who wish to take the benefit of this initiative must have a proven legal experience of a minimum of 2 years. The eligible applicants must pass the assessment test and complete the one-year pilot training program by LAD, Dubai, to receive their licenses.

His Highness Sheikh Hamdan has approved these key policies and initiatives to showcase Dubai’s commitment to serve as a global hub for talented professionals, innovative businesses, and visionary entrepreneurs and strengthen its position in housing, education, and legal innovation.
