UAE Health Ministry Discontinues Birth and Death Registration Services

UAE: The UAE government has made an important change in how the residents will receive the birth and death registration certificates. According to the reports, the MOHAP has officially announced that it will no longer provide birth and death registration services. Announcing this change, the ministry said in a notice that these services will be provided by EHS from now on.

The notice, which confirmed the discontinuation of the birth and death registration services, was posted on the ministry’s official website. Also, options for these services have been removed from the site. Moreover, the WhatsApp service that was used by the ministry to issue the birth certificates has been discontinued. 

MOHAP Transfers Birth and Death Registration to EHS

The EHS (Emirates Health Services), which handles healthcare facilities in the northern emirates like Sharjah and RAK, will not offer services for birth and death registrations. In the Emirates’ capital and business capital, Abu Dhabi and Dubai, these services will be managed by the DoH and DHA, respectively. 

This shift is being seen by some as a significant milestone in UAE’s ongoing efforts toward digital transformation — a move that reflects strategic planning similar to what one would see in the best startup story, where innovation and public service come together.

Moreover, the EHS has confirmed that the certificates issued by DoH, DHA, and EHS will be equally valuable, like those issued by MoHAP. As per the nation’s rules, it is obligatory to register a birth within 30 days, and a death or stillbirth registration within 72 hours. Besides changing the authority that will provide these services, the new procedures and fees for handling the registration have been revised. 

How to Register a Birth or Death Now

According to the EHS website, residents who need to issue birth and death certificates need to apply to the Public Health Services Department using their UAE Pass. People can access these services online through the Birth and Death Portal, and offline by visiting public health centers and government hospitals operated under EHS. 

Besides these, the EHS also offers other helpful services to the residents, including issuing a replacement certificate if the original birth or death certificate is lost, issuing original copies of death and birth certifications, and making any changes to the details on already issued certificates. 

How to Get a Birth Certificate for a Newborn

This service helps parents secure an official birth certificate for their newborn baby, which serves as proof of their child’s name, date and place of birth, religion, nationality, and parents’ details. Parents need to submit their original documents for registration. Also, parents of a newborn of any nationality, or a representative or authorized person by the parents, can apply for it. 

UAE Birth Certificate Service Process

Residents can apply for the birth registration of their newborn baby in the UAE in three different ways, that are:

Applying through the Website-

  • Firstly, you need to send an SMS with the birth notification number and the location of the hospital or the health center.
  • Sign in to the site using your UAE Pass..
  • Next, you have to fill out the form and pay the requested fees.
  • Then, the certificate will be either delivered to you or your representative, or you have to visit a public health center in the emirate for the document verification. 

For Emiratis Using the Mabrouk Ma Yak Package

Emirati citizens need to submit their application request and pay the required fee using the online system, which will send their application directly to the ICP for further processing.

Applying at a Public Health Centre or Hospital 

  • Firstly, you need to submit your application and the requested fee using an online system. 
  • Then the staff at the health centre or hospital will check your original documents for verification.
  • Once the verification is done, the birth certificate will be issued and provided to you or your representative. 

UAE Birth Certificate Service: Required Documents

Here are the documents applicants need to provide for UAE birth certificate registration in 2025:

  • Valid Emirates ID and passports of parents.
  • A stamped and certified birth notification provided by the hospital where the delivery took place. 
  • Electronic civil record, marriage, or parentage certificate.

Additional Requirements

Here are a few more things the applicants need to know while applying for a birth certificate in the UAE:

  • The parent, first-degree relative, or representative must be present. 
  • Emirati nationals must bring their original Family Book and a copy of it, including the pages where the wife’s name is written. 
  • Non-Emirati parents have to provide passports, Emirates ID, and residency proof.
  • As the certificate is issued by default in Arabic, but if you need it in another language, like English, you need to request that and choose the number of copies you need before paying the final fee.
  • Other requirements and conditions about it can be reviewed at the official websites of EHS and other authorities. 

How to Get a Death Certificate of a Deceased

This certificate allows applicants to get an official death certificate when someone passes away, as this certificate includes the nationality, date, place, and cause of the death of the deceased. This can be applied by a family member or an authorized representative.

  • The Emirates ID and passport of the deceased.
  • You must get a NOC from the Ministry of Interior to proceed with the burial.
  • A death report issued by the hospital or medical center. 

UAE Death Certificate Service Process

The applicants can register for the death certificate in the UAE through two different ways, including:

Through the EHS Website-

  • Firstly, you need to create an account on the EHS website using a username and password.
  • Then you have to fill out the form, upload documents, and pay the required fee.
  • After the Public Health Department in your emirate verifies the documents, the electronic certificate will be issued. 
  • If you want to receive a physical certificate, then you have to visit the health centre in your emirate.

Through a Hospital or a Public Health Centre

  • Submit the application using the online system at the hospital or public health centre and pay the fees.
  • After checking your documents, an electronic certificate will be issued by them.
  • You can get a printed or physical certificate at the hospital or health centre.

Conditions and Requirements for a Death Certificate

  • An officially certified death certificate.
  • Original documents and their copies.
  • The name of the deceased on the police report, Emirates ID, and passport must match.
  • You need to visit the health centre where the death took place with the original documents.
  • A forensic report needs to be submitted if the death is suspicious.
  • The documents and application form will be submitted by a family member or an authorized family member.
  • It must be approved by the UAE’s MoFAIC and the relevant embassy.

UAE Birth & Death Certification: Timings & Fees

These services can be accessed by the residents on weekdays from 7:30 am to 3:30 pm, except on Friday, when they will remain open from 7:30 am to 12:00 pm. AED 65 fees need to be paid for each certificate (if requested in both Arabic and English). The processing time for the birth certificate is usually one working day, while the death certificate is issued within 5 minutes.
